Tailwheel steering springs

My kit originally came with an inadequate Matco tailwheel. Newer kits have a much more robust Matco. I replaced it with the smallest Maule tailwheel they sell. It has worked very well, except for that shimmy last year. I can't remember if the new one came with steering springs or I just used the ones from the Matco.

Why is one spring smaller than the other?

An AI on the field came by while I was rebuilding the tail structure last year and gave me an old set of springs he had laying around that he didn't need. He didn't know what they fit but they were identical to mine, rust and all.

There's got to be a reason for the different sizes, but what is it?

I always heard the different type of springs were to resist inducing tailwheel shimmy?
